Request for Sealed Bids for Controlled Asbestos Removal

PLEASE TAKE NOTICE that the Village of Canastota formally requests sealed bids for the demolition and removal of controlled non-friable asbestos material from a municipally owned building located at 112 Depot Street, Canastota. Please take further notice that the second-floor ceiling of said structure has been previously determined to contain asbestos material by an independent environmental assessment service. Copies of the independent environmental assessment determination will be made available upon request.
Experienced contractors are invited to submit a sealed bid on the above project, which will include the removal and disposal of controlled asbestos material from the project site. The work included in this request will be awarded to the lowest responsible, responsive bidder whose bid provides the best value to the Village in meeting these specifications. All work to be performed under this request for sealed bids is governed by the New York State Department of Labor prevailing rate case (PRC) number 2026009278. The rate schedule is available on the NYSDOL website, or if desired, a paper copy of the schedule may be obtained from this office. All bidders must use these rates when preparing their price proposal for this work. The successful bidder shall be given a copy of the entire rate schedule by the Village upon award and will be required to sign a document indicating that they have received the copy and that they will pay, at a minimum, all labor rates as outlined in the schedule. This is a public works project and the winning bidder must also be registered with the NYSDOL Contractor Registry to be eligible to perform this project.
Bid Due Date and Time: Bids are to be mailed or returned in person to the Office of the Village Administrator by 4:00 p.m. on July 15, 2026, in a sealed envelope marked “Asbestos Removal – 112 Depot Street.” Said bids may also be left with the Village Clerk at 205 South Peterboro Street, Canastota, New York. Faxed and emailed bids will not be accepted. Bids submitted after the date and time noted above will not be considered. Bids which meet the above deadline will be submitted to the Village of Canastota Board of Trustees for public opening and review at their regularly scheduled 7:00 p.m. meeting on July 15, 2026.

Bid Form: A bid form may be obtained from the Canastota Village Office at the above address or via email at village@canastota.com. Bidders shall attach any alternate strategies, bid language, bid contract terms and/or alternate costs strategies on the bidder’s company’s letterhead with the bid form.
Supporting Documentation: Supporting documentation is available from the Canastota Village Office, including the Limited Asbestos Materials Survey and Contamination Assessment. It is the responsibility of all bidders to review these materials.
Additional information will be available from the Village Administrator relative to the scope of the bid. Interested firms may request an in-person tour of the facility prior to the close of business on July 10, 2026.
PLEASE TAKE FURTHER NOTICE that the controlled demolition, removal, handling, transport and disposal of said asbestos and other materials shall be performed in accordance with all local, state and federal codes, rules, laws, regulations and requirements pertaining to such work. New York State Department of Labor Code Rule 56 shall be strictly adhered to. All bidders shall be properly trained and certified to perform the work. A copy of the bidder’s license and all employee licenses and/or certifications shall be provided to the Village of Canastota by the successful bidder prior to any site work.
The bidder shall ensure that all Occupational Safety and Health Administration (OSHA) required fall protection and other work safety measures are in place for the work. The bidder shall also provide for dust control at all times.
The bidder shall identify the location at which the asbestos will ultimately be disposed of, as well as proof that the facility is permitted to accept said waste. Receipts for said waste disposal shall be submitted to the Village of Canastota. The non-friable waste shall be disposed of in Madison County.
The Village of Canastota reserves the right to hire a third-party firm to perform project monitoring and air sampling in accordance with applicable rules and regulations.
This is a public works contract.
Insurance Requirements: The bidder shall provide proof of insurance as outlined within the information at the Canastota Village Office.
Additional bid documents may be examined at the Canastota Village Office commencing on June 4, 2026.
Bid security in the form of a Bid Bond, Certified Check, Bank Cashier/Teller/Treasurer’s Check payable to the “Village of Canastota” in the amount of 5% of the total bid amount must accompany each bid as a guarantee that if the bid is accepted, a contract will be entered into. A performance bond and insurance will be required of the winning bidder.
Bidders’ attention is referred particularly to all state and local governing laws and regulations, including applicable Prevailing Wage Rate Requirements to be paid under this Contract. The successful bidder must be registered with the New York State Department of Labor for public works projects. The Village reserves the right to waive any and all irregularities, and to reject any and all bids, or to rebid the project solely at the Village Board’s discretion.
